Section 52 (1) of the Selangor State Government Act of 1959 states:
As a result, the respective relevant Public Service Commission shall establish the positions of State Secretary, Legal Advisor, and State Financial Officer, making appointments from among qualified members of any relevant public service.
Section 52(2)(c) adds that the "State Financial Officer" is the primary officer in charge of state finances.
Based on these regulations, the Selangor State Treasury (PNS) was founded and charged with overseeing the state's financial issues. The Financial Procedure Act of 1957, Treasury Instructions, Circulars, and Treasury Memoranda govern PNS operations.
PNS is responsible for financial planning for the state, including the development of yearly revenue estimates and public expenditure for Selangor State in accordance with the policies developed by the Selangor State Government.
PNS is also responsible for ensuring effective financial management by exercising control over payments and ensuring the correct keeping of financial records for the State Government and its connected agencies in strict accordance with applicable financial legislation.
PNS's organisational structure is led by the State Financial Officer (SFO) and supported by eight (8) major divisions, namely:
- Budget Division
- Revenue Management Division
- Investment and Loan Monitoring Analysis Division
- Division of Procurement and Asset Management
- Division of Operational Accounting Services
- Department of Appraisal and Consultancy Services
- Fund and Revenue Management Division
- Management Services Division
Since October 1966, a total of 15 State Financial Officers have administered PNS.
